It seems 2010 Department of Environmental regulations banned experiments to use shellfish as a way to remove contaminants from the polluted waters of the New York/New Jersey harbor and Raritan Bay. The worry was that tainted shellfish risked entering the food supply, threatening both human health and the region's multi-million dollar seafood industry.
Eventually the state allowed research to proceed at the heavily guarded Naval Weapons Station Earle, a place "guarded by gun" and therefore inaccessible to poachers. Check out the terrific photos too!
